Any individual represented by an attorney in any active, ongoing legal matter must provide our office with a written statement from that attorney granting CSE permission to speak with the individual. The child support office is prohibited from speaking with a person represented by an attorney without this permission.
The Boone County Child Support Program provides income and support for vulnerable families and children. With a current caseload of over 6,000 cases, Boone County Child Support has consistently remained one of the top performing counties in the state.
The Child Support Division performs many important functions, such as:
Anyone who has physical custody of a child and needs help establishing the identity of the father of the child, establishing a support order, and/or collecting current or past-due child support may receive services. This includes a parent who is separated from his/her spouse even if no divorce action has been filed.
The child support office represents the best interest of the child and not either party. At any time, either party may use a private attorney to present arguments on his/her behalf.
The child support office does not address visitation or custody. A party must retain a private attorney to pursue those matters.

Paternity is the legal establishment of a child’s biological father.
This can be established by a Voluntary Acknowledgment of Paternity form or through the courts.
The Voluntary Acknowledgment of Paternity can be completed by hospital staff at the time of the child’s birth or through the health department or child support office.
If the courts establish paternity, this can be done by an agreed order if paternity is not contested or through genetic testing if disputed. An order of paternity will be entered upon genetic testing results.
Boone County Child Support pays the cost of genetic testing.
Child support services are automatically provided to current and former recipients of K-TAP and public medical assistance. The case will be referred to the appropriate child support office for services.
Child support assistance can only be requested after the birth of a child.

A parent who does not have physical custody of a child(ren) is known as the noncustodial parent (NCP). This term is also used in shared parenting situations to designate the paying parent. A noncustodial parent may be ordered to provide child and/or medical support for a child(ren). Child support is a payment made by a noncustodial parent for the care of his/her child(ren).
Note that a non-biological parent is not obligated to pay child support unless the child has been legally adopted by him/her.
An individual who has physical custody of a child(ren) is known as the custodial parent (CP). This could be a parent, relative, or other caretaker. The custodial parent is the individual who receives the child and/or medical support for a child(ren).
The amount to be paid for child support is based on several factors such as time spent with the child, combined income of both parents, work related childcare, and cost of private health insurance.

There must be a substantial and continuing change before legal action will be filed to change the amount of ordered support.
Please contact Boone County Child Support to request an increase or decrease in child support. Income information must be submitted at the time of review, such as W2s, tax returns, and pay stubs, along with proof of day care expenses and health insurance costs.
Kentucky child support orders end when a child turns 18, unless the child is still enrolled in high school, in which case support would continue through the school year in which the child turns 19.
Under certain circumstances, child support may continue past the child turning 18 (or 19 if still in high school) if ordered by the court.
If a support order is for more than one child, the support obligation will not automatically end or decrease when one of the children reaches 18 (or 19 if still in high school) unless that child is the youngest child or the support order lists a separate amount of support for each child. If neither of those conditions exist, a request for review must be submitted.
A support obligation does not end if a party becomes incarcerated. However, if a noncustodial parent is incarcerated for more than 6 months, then a modification can be requested.
A support obligation does not end if a noncustodial parent becomes unemployed or faces a salary cut. A modification may be requested, but all enforcement action still applies unless/until the child support order is modified.
Health insurance must be included in any child support order. Even if not available immediately, the court will order that insurance is to be provided when available.
A court can order either parent, or both, to provide health care coverage. If not available, the order can provide for cash medical support.

To pay by mail, payments must be in the form of a check or money order, payable to Kentucky Child Support Enforcement (CSE).

All mailed payments must list the name and social security number or case number of the noncustodial parent. Payments without a case number will be split between all open cases that a noncustodial parent has with CSE.
